Energy Saving Planning and Design Criteria Case Study (New Giza Project, 6th of October City) | معايير التخطيط و التصميم العمراني الموفر للطاقة دراسة حالة (مشروع نيو جيزة ،مدينة السادس من أكتوبر)

The challenges facing the Egyptian electricity and energy sector during the past period, the most important of which are fuel shortages, low availability of power plants and transmission networks, high support for energy, weak policies and legislation supporting the provision of an attractive environment for investment, and the absence of appropriate financing mechanisms. All of this led to a major energy problem that led to the search for ways to gradually solve the crisis. Therefore, the basic research problem is that there are policies that have already been implemented to solve the 2016 power outage crisis. Indeed, these policies have largely succeeded in the success of the energy crisis and the problem began to take steps / Electricity and the energy crisis in the period from 2014 are correct for the solution, but they did not reach the desired result due to the population increase and the expansion of development to become sufficient to enhance the problem of energy efficiency in new urban communities and cover the needs of the population and their technological aspirations, which are increasing daily. The research aims to measure the extent of the success of the state or private sector policies in implementing the energy efficiency system and achieving it in establishing new energy-saving urban communities and the extent to which the state or private sector seeks to take the right direction for the success of these policies or not, as the research seeks to analyze the applications of the energy efficiency system in new urban communities in order to identify On the obstacles that prevent its application since its establishment from the beginning to come up with the weak points that help to overcome these obstacles and develop a clear strategy that works to enhance energy efficiency policies instead of having individual practices that do not have a specific framework to help overcome the expected energy crisis in the future. The research concluded that there are twelve principles to achieve energy efficiency and they were applied to the selected case study (New Giza) to know the extent of its application as a new urban community and the extent of the application of legislation and policies on it.
 
 
إن التحديات التى واجهت قطاع الكهرباء والطاقة المصرية خلال الفترة الماضية ومن أهمها نقص الوقود، انخفاض إتاحة محطات التوليد وشبكات النقل، ارتفاع الدعم المقدم للطاقة، ضعف السياسات والتشريعات الداعمة لتوفير بيئة جاذبة للاستثمار، وغياب الآليات التمويلية المناسبة.كل ذلك أدي إلي مشكلة كبيرة في الطاقة أدي إلي البحث عن سبل لحل الأزمة تدريجيا و بالتالي فإن مشكلة البحث الأساسية تتمثل في أن هناك سياسات تمت بالفعل لحل أزمة انقطاع التيار 2016 و بالفعل نجحت هذه السياسات إلي حد كبير في نجاح أزمة الطاقة و بدأت المشكلة تخطو خطوات / الكهربائي و أزمة الطاقة في الفترة من 2014 صحيحة للحل و لكن لم تصل إلي النتيجة المرغوب فيها نتيجة الزيادة السكانية و التوسع في التنمية لكي تصبح كفاية لتعزيز مشكلة كفاءة الطاقة في التجمعات العمرانية الجديدة و تغطية احتياجات السكان و تطلعاتهم التكنولوجية التي هي في ازياد يوميا يهدف البحث إلي قياس مدي نجاح سياسات الدولة أو القطاع الخاص في تطبيق منظومة كفاءة الطاقة وتحقيقها في انشاء التجمعات العمرانية الجديدة الموفرة للطاقة و مدي سعي الدولة أو القطاع الخاص لكي تخطو في الاتجاه الصحيح لنجاح هذه السياسات أم لا حيث يسعي البحث إلي التحليل لتطبيقات منظومة كفاءة الطاقة في المجتمعات العمرانية الجديدة و ذلك للتعرف علي العقبات التي تمنع تطبيقها منذ انشائها منذ البداية للخروج بنقاط الضعف و التي تساعد علي تخطي هذه العقبات ووضع استراتيجية واضحة تعمل علي تعزيز سياسات كفاءة الطاقة بدلا من وجود ممارسات فردية ليس لها إطار محدد للمساعدة في تخطي أزمة الطاقة المتوقعة مستقبلا و قد خلص البحث إلي وجود اثني عشر مبدأ لتحقيق كفاءة الطاقة و تم تطبيقها علي دراسة الحالة المختارة )نيو جيزة (لمعرفة مدي تطبيقها كمجتمع عمراني جديد و مدي تطبيق التشريعات و السياسات عليه
