Banks carry out many activities and services for many sectors in the state, the private sector and individuals, perhaps the most important of which are banking services and credit services of various types. The network of branches of government banks is considered one of the most widespread networks in the Republic and competes with many investment banks and postal offices in attracting the savings of individuals and companies. However, these branches need a great deal of development and modernization in appearance and substance in order to withstand the fierce competition with investment banks operating in Egypt and the expected global competition after the full implementation of the GATT Agreement. Therefore, this research is concerned with developing short- and long-term strategies that work on the rapid development of a large number of branches in a short and specific period of time not exceeding 24 months, during which a large number of existing branches are developed and updated in the various governorates of the Republic, in addition to studying how to quickly establish a large number of New, distinguished and technologically advanced branches in areas suffering from lack of service in the various governorates, cities and villages of the Republic. Scientific and logical studies have been conducted to arrive at some methods that achieve the development of the design and construction method and follow-up of implementation in other new ways that have been proposed in this research instead of the traditional methods by which most branches of government banks were established before, taking into consideration the circumstances of the construction departments in government banks and the capabilities of contractors. Dealers with these banks. New design methods, construction and implementation methods were proposed, and new and modern finishing materials were proposed to achieve the research objective. It was also proposed to develop the method of offering operations, the method of following up on implementation, the method of disbursing extracts, and developing human resources in the construction departments of government banks so that the time period required for design and implementation can be compressed, which The desired goal of this study is achieved. Most of these new suggestions proposed by the researcher have already been adopted by the management of the National Bank of Egypt since 2009 and have proven successful. The bank has been able to develop and modernize a large number of branches in a short period of time, as well as establish a number of new branches in record time, whether for the design stages or the implementation stages.
 
 
ﺗﻘﻮم اﻟﺒﻨﻮك ﺑﺎﻟﻌﺪﯾﺪ ﻣﻦ اﻷﻧﺸﻄﺔ واﻟﺨﺪﻣﺎت ﻟﻘﻄﺎﻋﺎت ﻋﺪﯾﺪة ﺑﺎﻟﺪوﻟﺔ واﻟﻘﻄﺎع اﻟﺨﺎص واﻷﻓﺮاد، وﻟﻌﻞ أھﻤﮭـﺎ ھـﻮ اﻟﺨـﺪﻣﺎت اﻟﺒﻨﻜﯿـﺔ وﺧـﺪﻣﺎت اﻹﺋﺘﻤـﺎن ﺑﺄﻧﻮاﻋﮭﺎ اﻟﻤﺨﺘﻠﻔﺔ. وﺗﻌﺘﺒﺮ ﺷﺒﻜﺔ ﻓﺮوع اﻟﺒﻨﻮك اﻟﺤﻜﻮﻣﯿﺔ ﻣﻦ أوﺳﻊ اﻟﺸﺒﻜﺎت اﻧﺘﺸﺎرا ﻓﻲ اﻟﺠﻤﮭﻮرﯾﺔ وﺗﺘﻨﺎﻓﺲ ﻓﻲ ذﻟﻚ ﻣﻊ اﻟﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻨـﻮك اﻻﺳـﺘﺜﻤﺎرﯾﺔ وﻣﻜﺎﺗـﺐ ھﯿﺌﺔ اﻟﺒﺮﯾﺪ ﻓﻲ اﺟﺘﺬاب ﻣﺪﺧﺮات اﻷﻓﺮاد واﻟﺸﺮﻛﺎت. إﻻ أن ھﺬه اﻟﻔﺮوع ﺗﺤﺘﺎج إﻟﻰ ﻗﺪر ﻛﺒﯿﺮ ﻣـﻦ اﻟﺘﻄـﻮﯾﺮ واﻟﺘﺤـﺪﯾﺚ ﻓـﻲ اﻟﻤﻈﮭـﺮ واﻟﺠـﻮھﺮ ﻟﻜـﻲ ﺗﺼـﻤﺪ أﻣـﺎم اﻟﻤﻨﺎﻓﺴﺔ اﻟﺸﺮﺳﺔ ﻣﻊ اﻟﺒﻨﻮك اﻻﺳﺘﺜﻤﺎرﯾﺔ اﻟﻌﺎﻣﻠﺔ ﻓﻲ ﻣﺼﺮ واﻟﻤﻨﺎﻓﺴﺔ اﻟﻌﺎﻟﻤﯿﺔ اﻟﻤﺘﻮﻗﻌﺔ ﺑﻌﺪ ﺗﻄﺒﯿﻖ اﺗﻔﺎﻗﯿﺔ اﻟﺠﺎت ﺑﺸـﻜﻞ ﻛﺎﻣـﻞ. وﻟـﺬﻟﻚ ﻓﮭـﺬا اﻟﺒﺤـﺚ ﯾﻌﻨـﻰ ﺑﻮﺿـﻊ اﺳﺘﺮاﺗﯿﺠﯿﺎت ﻗﺼﯿﺮة وﺑﻌﯿﺪة اﻟﻤﺪى ﺗﻌﻤﻞ ﻋﻠﻰ اﻟﺘﻄﻮﯾﺮ اﻟﺴﺮﯾﻊ ﻟﻌﺪد ﻛﺒﯿﺮ ﻣﻦ اﻟﻔـﺮوع ﻓـﻲ ﻓﺘـﺮة زﻣﻨﯿـﺔ وﺟﯿـﺰة وﻣﺤـﺪدة ﻻ ﺗﺘﺨﻄـﻰ 24 ﺷـﮭﺮاً ﯾـﺘﻢ ﻓﯿﮭـﺎ ﺗﻄـﻮﯾﺮ وﺗﺤﺪﯾﺚ ﻋﺪد ﻛﺒﯿﺮ ﻣﻦ اﻟﻔﺮوع اﻟﻘﺎﺋﻤﺔ واﻟﻤﻮﺟﻮدة ﺑﺎﻟﻔﻌﻞ ﻓﻲ ﻣﺨﺘﻠﻒ ﻣﺤﺎﻓﻈﺎت اﻟﺠﻤﮭﻮرﯾﺔ ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ دراﺳﺔ ﻛﯿﻔﯿـﺔ اﻹﻧﺸـﺎء اﻟﺴـﺮﯾﻊ ﻟﻌـﺪد ﻛﺒﯿـﺮ ﻣـﻦ اﻟﻔـﺮوع اﻟﺠﺪﯾﺪة واﻟﻤﺘﻤﯿﺰة واﻟﻤﺘﻄﻮرة ﺗﻜﻨﻮﻟﻮﺟﯿﺎً ﺑﺎﻟﻤﻨﺎطﻖ اﻟﺘﻲ ﺗﻌﺎﻧﻰ ﻣﻦ ﻧﻘﺺ اﻟﺨﺪﻣﺔ ﺑﻤﺤﺎﻓﻈﺎت وﻣﺪن وﻗﺮى اﻟﺠﻤﮭﻮرﯾـﺔ اﻟﻤﺨﺘﻠﻔـﺔ. وﻗـﺪ ﺗـﻢ ﻋﻤـﻞ اﻟﺪراﺳـﺎت اﻟﻌﻠﻤﯿـﺔ واﻟﻤﻨﻄﻘﯿﺔ ﻟﻠﺘﻮﺻﻞ ﻟﺒﻌﺾ اﻷﺳﺎﻟﯿﺐ اﻟﺘﻰ ﺗﺤﻘﻖ ﺗﻄﻮﯾﺮ طﺮﯾﻘﺔ اﻟﺘﺼﻤﯿﻢ واﻹﻧﺸﺎء وﻣﺘﺎﺑﻌﺔ اﻟﺘﻨﻔﯿﺬ ﺑﻄﺮق أﺧﺮى ﺟﺪﯾـﺪة ﺗـﻢ إﻗﺘﺮاﺣﮭـﺎ ﻓـﻰ ھـﺬا اﻟﺒﺤـﺚ ﻋﻮﺿـﺎً ﻋـﻦ اﻟﻄﺮق اﻟﺘﻘﻠﯿﺪﯾﺔ اﻟﺘﻲ أﻧﺸﺌﺖ ﺑﮭﺎ أﻏﻠﺐ ﻓﺮوع اﻟﺒﻨﻮك اﻟﺤﻜﻮﻣﯿﺔ ﻣﻦ ﻗﺒﻞ،  وذﻟﻚ ﻣﻊ اﻷﺧﺬ ﻓﻰ اﻻﻋﺘﺒـﺎر ظـﺮوف إدارات اﻹﻧﺸـﺎءات ﺑـﺎﻟﺒﻨﻮك اﻟﺤﻜﻮﻣﯿـﺔ وإﻣﻜﺎﻧﯿـﺎت اﻟﻤﻘﺎوﻟﯿﻦ اﻟﻤﺘﻌﺎﻣﻠﯿﻦ ﻣﻊ ھﺬه اﻟﺒﻨﻮك. وﻗﺪ ﺗﻢ اﻗﺘﺮاح طﺮق ﺗﺼﻤﯿﻢ وأﺳﺎﻟﯿﺐ إﻧﺸﺎء وﺗﻨﻔﯿﺬ ﺟﺪﯾﺪة وﺗﻢ اﻗﺘﺮاح ﺧﺎﻣﺎت ﺟﺪﯾﺪة وﺣﺪﯾﺜﺔ ﻟﻠﺘﺸﻄﯿﺐ ﻟﺘﺤﻘﯿﻖ ھـ ﺪف اﻟﺒﺤـﺚ، ﻛﻤﺎ ﺗﻢ اﻗﺘﺮاح ﺗﻄﻮﯾﺮ ﻟﻄﺮﯾﻘﺔ طﺮح اﻟﻌﻤﻠﯿﺎت وطﺮﯾﻘـﺔ ﻣﺘﺎﺑﻌـﺔ اﻟﺘﻨﻔﯿـﺬ وطﺮﯾﻘـﺔ ﺻـﺮف اﻟﻤﺴﺘﺨﻠﺼـﺎت وﺗﻄـﻮﯾﺮ اﻟﻤـﻮارد اﻟﺒﺸـﺮﯾﺔ ﺑـﺈدارات اﻻﻧﺸـﺎءات ﺑـﺎﻟﺒﻨﻮك اﻟﺤﻜﻮﻣﯿﺔ ﺣﺘﻰ ﯾﻤﻜﻦ ﺿﻐﻂ اﻟﻤﺪة اﻟﺰﻣﻨﯿﺔ اﻟﻼزﻣﺔ ﻟﻠﺘﺼﻤﯿﻢ واﻟﺘﻨﻔﯿﺬ ﻣﻤﺎ ﯾﺤﻘﻖ اﻟﮭـﺪف اﻟﻤﺮﺟـﻮ ﻣـﻦ ھـﺬه اﻟﺪراﺳـﺔ. وﻗـﺪ ﺗـﻢ ﺑﺎﻟﻔﻌـﻞ ﺗﺒﻨـﻰ أﻏﻠـﺐ ھـﺬه اﻻﻗﺘﺮاﺣـﺎت اﻟﺠﺪﯾﺪة اﻟﻤﻘﺘﺮﺣﺔ ﻣﻦ اﻟﺒﺎﺣﺚ ﻣﻦ ﺟﺎﻧﺐ إدارة اﻟﺒﻨﻚ اﻷھﻠﻰ اﻟﻤﺼﺮى ﻣﻨﺬ اﻟﻌﺎم 2009 وأﺛﺒﺘﺖ ﻧﺠﺎﺣﮭﺎ ﺑﺎﻟﻔﻌﻞ، وﺗﻤﻜﻦ اﻟﺒﻨﻚ ﻣﻦ ﺗﻄـﻮﯾﺮ وﺗﺤـﺪﯾﺚ ﻋـﺪد ﻛﺒﯿـﺮ ﻣـﻦ اﻟﻔﺮوع ﻓﻰ ﻓﺘﺮة زﻣﻨﯿﺔ ﻗﺼﯿﺮة وﻛﺬﻟﻚ إﻧﺸﺎء ﻋﺪد ﻣﻦ اﻟﻔﺮوع اﻟﺠﺪﯾﺪة ﻓﻰ وﻗﺖ ﻗﯿﺎﺳﻰ ﺳﻮاء ﻟﻤﺮاﺣﻞ اﻟﺘﺼﻤﯿﻢ أو ﻟﻤﺮاﺣﻞ اﻟﺘﻨﻔﯿﺬ.
