The future of urban services within the framework of smart city applications | مستقبل الخدمات الحضرية في اطار تطبيقات المدن الذكية

Rapid urbanization and the changes that the world has gone through in the past period are among the most important reasons for adopting strategies that meet the needs of society for various urban services in a technical manner that keeps pace with the times in a sustainable manner, through an integrated system represented in human technology, so the transition and transformation to more technological societies has become a basic requirement, so the effective management of data and information technology has become one of the most important factors (success - support) of this targeted transformation, with the aim of achieving sustainable development for the year 2030 in Egypt, as the Egyptian state has begun to establish the fourth generation of new cities in an effort to achieve and provide a safe life for all its individuals, as they are not looking for just a home, but rather want an integrated and effective environment that provides their needs and aspirations, so the text of Egypt's future vision for the year 2030 came that the future of Egyptian cities is a balanced and competitive economy Diversified, and therefore urban change is required to keep pace with the development of existing cities and raise them to a good level with developed management capable of supporting economic and social development and environmental sustainability. Therefore, the aim of the research paper is to clarify the urban concepts of smart cities as one of the modern ideas in the field of urban planning that is concerned with the future of urban services provided in city service structures within the framework of sustainable smart city applications, by addressing one of the most important axes in planning literature in the past three decades: information and communications technology and its impact on sustainability, its variables and objectives, with the aim of reaching the indicators of the quality of urban service provision mentioned above, by analyzing and formulating the different concepts and ideas of smart cities related to the axis of information technology and sustainability, to achieve the urban concept and clarify the extent of its impact on the lives of individuals in an effort to clarify the importance of adopting the sustainable smart city model for new or existing cities.
يعتبر التحضر السريع والتغيرات التي مر بها العالم في الفترة الماضية من أهم الأسباب لتبني استراتيجيات تلببية احتياجات المجتمع من الخدمات الحضرية المتنوعة بشكل تقني يواكب العصر بصورة مستدامة ، من خلال نظام متكامل. يتمثل في التكنولوجيا البشرية، لذا أصبح الانتقال والتحول لمجتمعات أكثر تقنياً مطلبًا أساسياً ، فأصبحت الإدارة الفعالة لتكنولوجيا البيانات والمعلومات أحد أهم عوامل (نجاح- دعم) هذا التحول المستهدف، بهدف تحقيق التنمية المستدامة لعام 2030 في مصر، حيث أن الدولة المصرية شرعت في إنشاء الجيل الرابع من المدن الجديدة سعياً لتحقيق وتوفير حياة آمنة لكافة افرادها، فهم لا يبحثون عن مجرد مسكن وإنما يريدون بيئة متكاملة وفعالة توفر احتياجاتهم وتطلعاتهم ، لذا جاء نص الرؤية المستقبلية لمصر لعام 2030 على أن مستقبل المدن المصرية هو اقتصاد متوازن وتنافسي متنوع ، وبالتالي فالتغيير الحضري مطلوب لمواكبة التطوير للمدن القائمة والارتقاء بها لمستوى جيد مع إدارة مطورة قادرة على دعم التنمية الاقتصادية والاجتماعية والاستدامة البيئية. لذا فالهدف من الورقة البحثية توضيح المفاهيم العمرانية الخاصة بالمدن الذكية كأحد الأفكار الحديثة في مجال التخطيط العمراني التي تهتم بمستقبل الخدمات الحضرية المقدمة في هياكل خدمات المدن وذلك في اطار تطبيقات المدن الذكية المستدامة، من خلال تناول واحد من اهم المحاور في أدبيات التخطيط في العقود الثلاثة الماضية : تكنولوجيا المعلومات والاتصالات وتأثيرها على الاستدامة ومتغيراتها وأهدافها، بهدف الوصول لمؤشرات جودة تقديم الخدمات الحضرية السالف ذكرها، من خلال تحليل وصياغة المفاهيم والأفكار المختلفة للمدن الذكية المتعلقة بمحور تقنية المعلومات والاستدامة، لتحقيق المفهوم الحضري وإيضاح مدي تأثير ذلك علي حياة الافراد سعياً في توضيح اهمية تبني نموذج المدينة الذكية المستدامة للمدن الجديدة او القائمة.
